The former Northcote captain/coach also served as a councillor in the City of Northcote from 1928 to 1938. He played in five VFA premierships between 1928 and 1938, captaining Northcote's 1936 premiership side and playing over 200 games for the side. He coached amateur side State Savings Bank in 1940. He was also principal of a successful real estate business.
Gray replaced Jack Chessell as Melbourne's club Secretary early in 1948 and served for two years. After missing out on Liberal Party preselection for the seat of East Yarra in 1948, he was elected Mayor of Northcote in September 1948. In 1949 he unsuccessfully sought pre-selection as the Liberal-Country candidate for the Federal seat of Deakin.
His son Malcolm was president of the International Cricket Council from 2000 to 2003.
