Signed to Melbourne in 1950, Orr joined Ballarat midway through that season. When Melbourne wanted him back in 1952, He was originally refused a clearance by Ballarat, who kept him until after a crucial game against Ballarat East early in the season before letting him go. Jim Cardwell had to promise that if he didn't win a place in the senior side he would clear Orr back before the country clearance deadline.

The wing/half-forward played seven games in two seasons. After his time at the MFC was up he returned to Ballarat in 1954. A talent dual sport player, Orr also kept wickets for the MCC.

Orr was killed in a road accident on the Western Highway near Melton in 1955.
