First on the supplementary training list and in the Seconds during 1938, Baxter made his senior debut the next season and played in the 1939 Seconds Premiership.

Alternatively used as a half-back and half-forward, he had his most productive season in 1940 with 14 games but didn't play in that season's premiership side. He added just three more games the next year before leaving the club. He reappeared on the senior list in 1943, wearing number 7, but did not play a game.

Baxter's brother Ken played 153 games for Carlton between 1938 and 1945.
