Norman debuted for the Wangaratta seniors in 1989 and remained there through the end of 1993. Added to Melbourne's supplementary list in 1994 he played 15 Reserves games and impressed enough to be drafted onto the senior list at the end of the season.

Played 16 games over the next two years before joining SANFL side South Adelaide for 1997 and 1998. He then returned to Wangaratta Magpies for three seasons, before joining West Adelaide for two season in 2004 and 2005. He won the best and fairest award in his first year and was captain in his second before retiring.

In 2006 he was a forward coach at Woodville-West Torrens, then joined Sturt as an assistant and Reserves coach in 2007. He graduated to the senior role in 2008, taking his side to a Grand Final the next year. After rebuilding the side in 2011 and finishing last he was sacked. After his stint as a senior coach he was an assistant at Woodville-West Torrens in 2014 and 2015 before moving to Glenelg in 2017.
