After two years on the Western Bulldogs supplementary list, and 80 Reserves games over four seasons, Powell was promoted to the Dogs' senior side in 1997 and played 30 games over three seasons. After 21 games for the top four side in 1999, the Bulldogs swapped him to Melbourne for National Draft selection #35. He was recruited as a replacement for the retired (T(odd Viney)), and continued his good form into 2000. Powell finished fourth in the 2000 Best and Fairest, and was one of his side's best in the Grand Final loss.

At the end of 2000, Powell underwent surgery for osteitis pubis. He was initially expected to return early in 2001, but setbacks saw him miss the whole season. Powell returned in 2002 and was again one of his side's best, but a pay dispute saw him leave Melbourne at the end of his contract and join St Kilda in the Pre-Season Draft. He played with the Saints until 2006 before retiring.
