The tough follower played 81 games for Subiaco between 1927 and 1931, as well as eight games for Western Australia, before crossing to Melbourne to join Footscray.
After being dropped from the Tricolours side midway through 1934 he asked for a clearance, and both South Melbourne and St Kilda tried to sign him but Footscray retained his services - and in 1936 he was named captain at the Western Oval. He was only captain for a season, and was remove from Footscray's training list again in June 1937. The move caused dissension at the Western Oval, leading to a move to reinstate Penberthy and the match committee registering a vote of confidence in the Chairman of Selectors.
Penberthy was subsequently cleared to Melbourne. St Kilda had again sought to sign him, but he was swung towards the Demons as his employer was involved at the club. He recovered from being kicked in the wrist at his first training session to play out the rest of the season with the Redlegs before leaving the VFL.
During his time in Perth he also played for the Subiaco cricket club.
