Known as "JCB", Joseph Croswell Blair was a former tennis champion who won three Victorian mixed doubles championships. Blair was appointed club chairman in 1929 and served until his death.
He was associated with the Vacuum Oil Co Pty Ltd for 41 years before retiring in 1946, and had been deputy chairman for the previous eight. During his time with the company it employed many Melbourne footballers and cricketers, including 11 Redlegs in 1930.
Blair was overseas for most of the 1937 season, and asked that messages were only cabled to him if the team lost, so that no news would be good news.
He was also treasurer and life member of the MCC, delegate to the VFL from 1933 to his death and life member of the league. In 1939 he was chairman of the VFL Propaganda Committee and one of the league's vice presidents.
Later in life captained Victoria's lawn bowls team.
