Born in England, Morkham emigrated with his family in 1852 and worked as a surveyor and architect before joining the public service. He served as secretary of public works and lands until 1905. He had earlier reached the rank of Major in the colony's volunteer force, but resigned when he moved from Geelong in 1872 after discovering he would outrank other, more accomplished city soliders.
