Ruckman/defender who played seconds football in 1949 before making his senior debut the next year.

He returned to Ultima as captain-coach in 1951 when transferred to Swan Hill as part of his work as a policeman. He then captain-coached Swan Hill in 1954. In 1955 O'Toole was at Goulburn Valley League side Rushworth where he won the league's best and fairest award.

A serving policeman, he returned to Rochester for work and coached them to two Bendigo League premierships in 1961 and 1962 after replacing former teammate Noel McMahen.
