Coulter's modest playing career as a ruckman in Melbourne's winless 1919 season was overshadowed by his later career as an administrator. In 1930 the 'Coulter Law' was introduced, limiting payments to VFL players, setting them at levels often lower than what country or VFA clubs could offer.
In 1928 Coulter became one of Melbourne's delegates to the VFL, and in 1951 he was elected to the Melbourne City Council.
