Fagan played 275 games in Tasmania for Hobart, Sandy Bay and Devenport over 14 years before moving into coaching. He was an assistant in two premierships at North Hobart in 1991 and 1992 before landing his first senior role back at Sandy Bay the next year.

He spent two seasons with them before becoming the coach of the Tassie Mariners in the Under 18's competition, where he was in charge of future Demons Ben Beams and Russell Robertson.

Fagan joined Melbourne as a reserves coach in 1998, and was responsible for the club signing Beams and Robertson. In 2000 he became an Assistant Coach, in charge of the forward line.

Given the role of GM - Football Operations in 2005, he served until the end of 2007 before joining Hawthorn as Head of Coaching and Development in 2008. He served until June 2013 when he was named acting General Manager - Football Operations, and was elevated to the role permanently at the end of the season.
