A South Melbourne local, Harley played with his local sides until being transferred to Woomelang for his work with the railways. He returned to the city in 1938 after joining the police force, and while South were keen to retain the services of the ruckman they let him transfer to Melbourne in June of that year.
In 1940 Harley joined VFA side Camberwell. Melbourne had endorsed the move, but he hadn't been cleared by the VFL and risked disqualification from the league. Harley played 17 games for them that year before joining Brighton in 1941. Harley helped set up the Newstead Junior Football Club in the early 1960s.
