The Victoria Country Under 18 player was selected by Fitzroy with pick #20 in the 1995 National Draft. He debuted during their horror final 1996 season, and was one of the Lions' few shining lights. In his third game Carter was best on ground in Fitzroy's final win.
Picked up by Brisbane after their merger with Fitzroy, Carter struggled up north and played in five games across two seasons. Each was a loss, so by the time he debuted for Melbourne it was one round short of three complete seasons since he'd played in his only AFL victory. After joining Melbourne via an off-season trade, Carter won his MFC debut. He never cemented a senior position, playing just three games and being delisted at the end of the season.
Carter nominated for the 1999 National Draft but was not selected. He moved to the VFL to play for, and later captain, Bendigo during a period where they won a handful of games over a period of years. He was the first player to play a hundred games for the Bendigo VFL side, was named their Team of the Century captain, and won their best and fairest (an award later named after him) three times.
Carter returned to play at Golden Square in 2008, and won a flag the next year. He retired to become their coach in 2010, winning 39 of 40 games and two flags in his first two seasons, before taking a job with the new Central Victorian Australian Football Commission.
At 35-years-old he made a comeback for Golden Square in 2013.
