Initially drafted by Brisbane at the end of 1989, Francis didn't join them, and was re-drafted by Melbourne the next year. He played a solitary game in 1991 before returning to Darwin. Brisbane used pick #18 in the National Draft to pick him again at the end of that season but he didn't join them until 1993. Francis played two seasons with the Bears before walking out over a contract dispute.

After a year playing rugby league in Darwin, Francis he joined SANFL club Port Adelaide in 1994. At Port, Francis ran second in the 1996 Magarey Medal, before being selected as a part of their inaugural AFL side. He remained with the Power until 2001. After being delisted by Port, Francis agreed to cross to Fremantle until it was revealed they couldn't afford him under their salary cap. He played in the WAFL for South Fremantle with a guarantee the Dockers would draft him at the end of the year, but he suffered a serious knee injury during the year which ended his career.

In 2009 Francis stood trial for rape, and in 2012 was sentenced to 15 months jail for domestic abuse offences.

His stepson Jason Horne-Francis was the top pick in the 2021 National Draft.
